Loudoun County handles permits for Ashburn
Ashburn is a census-designated place, not an incorporated town, so building permits for Ashburn homes come from the Loudoun County Department of Building and Development. The county accepts permit applications online through its LandMARC portal, which requires an account, and its permit staff can be reached at 703-777-0220. This is different from Fairfax County communities like Herndon, Reston or Chantilly, and from Loudoun's incorporated towns such as Leesburg, which have their own offices.
Whether a particular roofing project needs a permit depends on what it involves. Structural repairs and significant decking replacement are the kinds of scope that raise the question. Rather than guess, confirm with the county, and make sure your written scope says who is responsible for any permit. - Broadlands (roofing design guideline, December 2022): for single-family houses, no application is required to replace the existing roofing with an exact match in color and similar material. For attached homes, an application is required for all reroofing. A change in material, such as cedar shakes to asphalt, is treated as seriously as a change in color, and partial re-roofing is generally not allowed unless it exactly matches.
- Ashburn Village: exterior changes to single-family homes and townhomes require association approval before installation.
If your community is not one of these, do not assume either rule applies. Ask your management company or covenants committee for the current roofing guideline.
